Thursday 26th January - start at Oak Tree Court car park, walk to 18-50 Forest Drive, Lawson Court, Wren Court, Masterman Court, Elm Tree Avenue, Walnut Avenue, Copperbeech Way and Evergreen Avenue. Thursday 2nd February - start at Bramble Close bus stop, walk to 54-99 Forest Drive, Bramble Close, Daisy Close, Beck Close, Watson Way, Traynor Square, Cottee Way, Rosa Court, Cherry Tree Way, Poppy Court, Orchid Court, Foxglove Court and Lavender Court. RESPONSE FROM COLBURN TOWN COUNCIL TO
THE DRAFT RICHMONDSHIRE LOCAL DEVELOPMENT FRAMEWORK
We would like to thank both John Hiles and Graham Banks for their time and assistance in explaining the document in detail to councillors and the general public. Written responses and emails that have been received from the public are attached as evidence.
The view of Colburn Town Council is that we broadly support co-ordinated development within the Garrison that brings a balance of business (job) opportunities together with housing needs. We have also considered that there are already some 320 houses proposed for the Colburndale site, development opposite Lidl and 250 houses to be built in Brompton-on-Swale that have to be absorbed within the existing infrastructure and in total there are approximately 1,000 dwelling sites with planning permission throughout Richmondshire..
The support of the Town Council is based on the following points being adhered to during the 15 year span of this development framework:-
1. All development must commence within the Garrison on brownfield sites and only when these areas, together with others that may be identified by the MOD, are utilised should there be consideration of using Area D which is productive agricultural land. The total size of Area D must be on a much smaller scale than currently indicated on the map. The map should be revised for final documentation and consultation.
2. The mix of business/employment and housing development should be balanced to ensure that Colburn does not become a large ‘dormitory’ development but offers housing for people who can work locally and invigorate the community.
3. Traffic flow and congestion on the A6136 is a major concern throughout the community even at current levels of activity. The Town Council would require that before any further developments take place, the proposed roundabouts are built at Scorton crossroads, Catterick Bridge and the White Shops so that the infrastructure is in place to take the increased traffic created by the proposed developments. Improved road communications would also encourage businesses to Colburn Business Park which is largely empty.
4. The position of Colburn sewerage works is reviewed as a high volume of large scale vehicles are using Colburn Lane as the access road and any additional traffic would be highly detrimental in this residential area and likely to cause accidents in the future. The works has been extensively enlarged over the years and it is situated very close to existing housing.
